Rules of Play


Rules as shown in the Minor League and T Ball Rule book are in effect except as listed in the following rules. The Rules can only be changed with approval of the MBSA Board of Directors. Manager/Coaches cannot change the rules under any circumstance.


Only managers and coaches approved by the MBSA may supervise the players in games and practices. While parents may assist, there must be an approved manager or coach in-charge.
All Managers and Coaches MUST wear their Manalapan Township volunteer badge and abide by the “Manalapan Parks and Recreation Volunteer Code of Conduct” and have read and agree to the “Manalapan Parks and Recreation Background Check Policy”.  Managers are responsible for the acts of their coaches and parents.  Failure to properly display certification tag may subject Manager/Coach to removal from the field by the rec department.
Games and practice dates/times can only be scheduled or rescheduled by the league
Commissioners.  All incidents should be reported immediately.
1.       Each team will have only one game on a Saturday and one practice during the week.
2.      Each game will be 6 innings OR a 2 hour time limit. You cannot start a new inning after 1 hour 45 minutes has       elapsed. The last inning played is a full inning since we do not keep score (other than the 5 run max rule discussed below).
3.      A maximum of 5 runs is allowed in one half inning, regardless of the outs when 5 runs are scored the half inning is over.  5 runs or 3 outs whichever occurs first.
4.      Each team shall have a set batting order for the entire season.  Rotational batting everyone bats. If the game ends with batter number 6 then batter number 7 will start the next game.
5.      Batters on the bench including on deck batters are NOT ALLOWED to take practice swings.  The manager and coaches are required to make sure this doesn’t occur. Managers and/or coaches can be ejected for allowing practice swings to occur.
6.      Each player must play at least 4 innings in a 6-inning game; no player can sit out two innings in a row. Follow this rule and the 4 innings will be met.
7.      Each team will field 9 players (4th outfielder).  A player fielding the pitcher’s position must wear a caged helmet for safety. There will be no player fielding the catcher’s position. Move your players around in the field every inning to ensure players have an opportunity to play as many positions as possible.  Use your discretion when choosing the first baseman.
8.      Defensive coaches (2) are allowed in the field.
9.      50ft between bases, pitcher’s mound at 38ft.  For Safety, draw flexible imaginary line from first to third. All infielders (except for the pitcher) must be behind the line until the ball is hit.
10.   For the first half of the season batters will hit the ball off a batting tee using a Little League approved T-Ball bats ONLY. Ball must be put into play by traveling at least halfway to the pitcher. There are no strikeouts or walks.
11.   For the second half of the season Coaches can start pitching.  The commissioner will determine the exact game that coaches can start pitching.  The coach should pitch at the height of the batter from 38” and throw overhand.  Should the batter not put a ball in play within ~4 swings, the batting tee should be used for the remainder of the at-bat.
12.   After ball is in play, all base runners may advance up to 2 bases if the ball is hit into the outfield.  All base runners must wear a helmet.  Runners do not advance on overthrows.
13.   Teach your players to avoid barreling by a runner or fielder. This infraction will result in ejection plus an additional game the following year. 
14.   No shorts are allowed during a game, only uniform pants are allowed.  Athletic cups and cleats must be worn.  Safety glasses and heart guards are optional.
15.   Home team shall always use the first base dugout.
16.   Do not encourage the boys to slide, in fact discourage, they are only going base to base, while it is part of the game, at this age the players covering the bases are not going to move and could get hurt.
17.   No Bunting, stealing or leads.  Base runners must wait until the ball is hit in order to advance to the next base.
18.   Let parents know they need to get to the field 15-20 minutes prior to game time.  All coaches and managers should be on time as well.  As they get older, warm up period becomes more and more important.
19.   Fields must be maintained prior to the first game each week (raked, policed etc.). There will be a schedule prepared for the season.  Managers will be responsible to submit the parent assigned to field maintenance on the designated week.  Parent must sign schedule book (in the shed) upon completion.  Failure to perform scheduled volunteer work will result in forfeit of work bond.
20.   The 1st game’s home team is responsible for getting the equipment (bases, home plate and mound) from the shed. The home team from the last game is responsible for returning the equipment back to the shed.
