1.0 Player/Team Rules
1.1 Age: Players may not be less than 10 or more than 13 years old as of January 1 of the current year.
1.2 Number: Teams may start a game with a minimum of 7 players. Rosters may be filled in from the 13u or 10u age groups in order to field a full team. Fill-in players must be at least 10 years old. Fill-in players must bat last and play in the outfield. No regular roster player shall be benched in favor of a fill-in player.
1.3 Playing Time: No player will sit out more than 2 innings per game.
1.4 Substitution: Unlimited substitution of players is allowed (with the exception of the pitcher), but original batting order must be followed.
1.5 Bat Girls/Bat Boys: May only enter the field once play has stopped. Must wear protective headgear with facemask.
1.6 Equipment: All equipment and players must remain in the dugout with the exception of the base coaches and the on deck batter.
2.0 Field Rules
2.1 Bases: Bases will be set at 60 feet.
2.2 Pitching Rubber: Pitching distance’s shall be 40’. A 12-inch ball with raised seams shall be used.
3.0 Player Equipment/Uniform Rules
3.1 Uniform: Players must wear uniform provided. Shirts should be tucked in. Only league issued visors are allowed and should be worn as intended with the bill forward.
3.2 Catchers: Catchers must wear catchers mask w/helmet, chest protector, and shin guards. A throat guard is recommended.
3.3 Batters/Base runners/Pitchers: All batters, on deck batters, and base runners shall wear protective headgear with a facemask. Pitchers must wear protective headgear with a facemask or a “Game Face” or equivalent type protective mask.
3.4 Shoes: Tennis shoes or rubber cleats only. No sandals, metal tipped cleats, or metal spikes are allowed. This applies to both players and coaches.
3.5 Jewelry: No jewelry is to be worn at any time. Starter earrings must be taped over.
4.0 Game Rules
4.1 Length: Regulation game will consist of six (6) innings. Four (4) complete innings shall constitute an official game, or three and a half innings if the home team is ahead for the purpose of games called due to darkness, weather, Ten Run Rule, or Time Limit.
4.2 Time Limit: No new inning shall be started after 1 hour and 45 minutes. If two games are scheduled on the same field no new inning of the first game shall be started after 1 hour and 30 minutes.
4.3 Runs: A maximum of five (5) runs per team in each inning except the 6th inning.
4.4 Ten Run Rule – Any team leading by 10 or more runs at the completion of 4 innings (3 and one-half innings if the home team is ahead by 10 or more runs) shall be declared the winner of the game.
Managers/Coaches may elect to continue playing if time permits and both teams agree.
4.5 Scorebook: Both teams shall maintain a scorebook. Any discrepancies in scoring should be resolved by the Managers.
4.6 Coaches: Managers and coaches should participate in at least two (2) clinics prior to the start of the season.
4.7 Participants/Spectators: No harassment of, or by, coaches, spectators, or players will be permitted. Managers will be responsible for the conduct of their coaches, spectators, and players. Unruly people may be asked to leave the facility.
5.0 Pitching Rules
5.1 Delivery: The pitcher shall have both feet in contact with the pitching rubber at the start of the pitch being delivered. In the delivery of the ball, the pitcher shall not take more than one step towards the batter before releasing the ball.
5.2 Innings Pitched: A pitcher is limited to six (6) innings per game or eighteen (18) outs. The starting pitcher may re-enter the game as a pitcher (one time only). Coaches are encouraged to use at least two pitchers per game.
5.3 Warm-ups/Pitching Changes: At the beginning of each half inning or when one pitcher relieves another, the pitcher may have five (5) warm-up pitches.
5.4 Hit Batters: At the umpire’s discretion a pitcher will be removed if she hits three (3) batters in a game. If in the umpire’s opinion one of the three batters was hit because she failed to make an effort to avoid the pitch, if the batter was hit due to a bad bounce, etc. he or she may allow the pitcher to stay in the game. The intent is to avoid injury to batters due to an extremely wild pitcher.
6.0 Fielding Rules
6.1 Fielding Positions: A team may field 9 players in the field - 1 pitcher, 1 catcher, 4 infielders, and 3 outfielders. If playing outside of LYBA and the host park allows 4 outfielders, it is coach’s discretion.
6.2 Position Rules: At the time the pitch is delivered, the outfielders must be standing on the outfield grass.
6.3 Infield Positions: All players should be rotated defensively with a minimum of one inning played in the infield per person (excluding fill-in players). Infield positions include the pitcher and catcher. The one inning rule may be waived for games played against non-LYBSA opponents at the coach’s discretion.
6.4 Infield Fly Rule: The infield fly rule will not be enforced.
7.0 Batting Rules
7.1 Number: All players on the roster bat.
7.2 Batting Order: Before each game the coach/scorekeeper shall give the batting order to the opposing team’s coach/scorekeeper. The same batting order is to be followed for the entire game. Players not present at the time the batting order is submitted may be added at the end of the batting order when they arrive.
7.3 Injuries: If a player leaves or is injured during the game and is unable to bat, her position in the batting order will be skipped without penalty.
7.4 Bunting: Bunting and slap hitting are allowed. If a hitter squares to bunt or moves into a bunting position, they may not then swing the bat. A hitter who attempts a fake bunt will be called out.
7.7 Uncaught/Dropped Third Strike: Dropped third strike rule is in effect.
7.8 Thrown Bats: Players are to drop, not throw, their bats. Each team will receive one warning per game. Subsequent offenses by the same team will result in the batter being called out.
8.0 Base Running Rules
8.1 Overthrows: Play continues until the pitcher has control of the ball in the pitcher’s circle
8.2 Stealing: Runners may steal second, third, and home plate: Stealing home plate, advancing to home plate on a wild pitch/passed ball, or advancing to home plate on a wild throw from the catcher to the pitcher will be allowed. A runner may also advance from third base to home plate if a play is attempted on any base runner.
8.3 Leaving Base: Base runners may leave the base on the pitcher’s release of the ball.
8.4 Sliding: If a player has the ball and is in position to make a play on the runner, the runner must attempt to slide or stop to avoid a collision. If the runner intentionally collides with the fielder (umpire’s judgment), she will be called out.
8.5 Hit by batted ball: Any runner hit by a batted ball will be called out unless a defensive player has first touched the batted ball.
8.6 Courtesy Runner: Courtesy runners are allowed in the event of an injury to the batter or a runner on base. In order to prevent delays a courtesy runner for the catcher is encouraged.
